Request for a new feature regarding rules policy (or some stuff like that)

Okay, let me get started.

I've been seeing way too many new people simply loving around without reading the rules.
This leads to starfishry and eventual new morons who think they can do whatever the hell they want.

Even if they get banned, they can still come back and be an idiot.

Actual request:

Make it mandatory for new users to read the rules, and have it ask some questions FROM the rules so they
actually read the damn thing.
