My download speed is usually:
(low)5 Mbps
(Average)12 Mbps
(High)17 Mbps

My upload speed is usually:
(Average)0.97 Mbps

My internet service provider is Road Runner. :c

I bought a newer, more powerful router. It doesn't seem to make a difference to download/upload speeds though.
It's an Apple "Airport Extreme"

Buying a new router doesn't increase any speeds unless you old one was antique.

I suggest you buy a wifi booster.

New router/modem won't make a difference if your internet itself is slow. Just buy a faster package from your ISP or get a faster ISP.

'Better' routers usually just crash less often and have stronger wireless signals.

The only way to speed up your internet connection is if:
-You notice it's going incredibly slower than the advertized speed, like 400 kb/s when you were told 16 mbps. Then you would close background programs that use the network frequently, or are using a lot of processing.
-You are willing to pay for a better connection from your ISP.
