It is frustrating for everyone involved. Even though it is a light-hearted server, I often find myself raging at stupid players. This is typically why he bans people. They lack enough common-sense to play and are a hindrance to everyone.

I know I'm very strict with who can drive helicopters.

I give people one chance to prove that they're able to fly, and if they can't, I don't allow them to drive helicopters.

regardless of whether Heed warned him, it's common sense to not shoot your own colored helicopter and teamkilling vehicles occurs so much that we often permanently ban for it.

You have no excuse because third person view is not restricted.

Heed, usually asks you why you shot the heli and if you don't respond within about a minute after he's asked you multiple times then you get banned for "cannot play."
