It should be the parent's job to make sure their children aren't pussies
It should be the parent's job to make sure their kids aren't bullies. It should be their job to teach them to be respect and kind by setting an example and emulating that behavior themselves. And it should be the child's job, at no matter what age, to be empathetic to the fact that there are other people in the world and who you speak with and what you do to them will effect them regardless of how small or big and if it be good or bad. They should realize they don't always understand everything that a person goes through and that the hardships they deal with in their own life may only be worsened by whatever actions someone may do.
That being said, these laws do seem a bit...extreme. There really isn't much that can be done about "bullying" from a legal perspective, per se, as it lies in the culture and the individual. People have to be taught and treated differently, they won't change solely because their is some vague threat hanging over them that may or may not do anything.
