Skyrim should get the Morrowind expansions remade with Skyrim stuff, but still keep the Morrowind story & conversation options.

I fail to see a difference, a piece of downloadable content seems like an expansion to me.

Skyrim's DLC will be big, like Shimmering Isles, but they are not going to be entire provinces like Morrowind or Hammerfel. That is an impractically large amount of content to be a DLC. That's kind of like asking Madden NFL to make DLC of all the college football teams.
