its an actual loving small desktop and this thing has a Dual core 2.2 GHZ deal core AMD processor and Nvidia GeForce 9200 graphics

But the bad side is that theres NO monitor and the good side, is that it comes with speakers

for 300 you couldn't buy much
for 400 you could probably manage to fit in a graphics card with a duo core
for 500 you could get a quad core but a ~40 buck GPU that's horrible.

of course this is without a monitor and pre-built.

If he wanted to build it himself, $500 would be quite enough for a Phenom II x4 with a HD6850/HD6870.
But not sure if he's capable, based on his spelling and maturity.
