how can i make a build underwater without the inside being filled up with water.

Can't do that if you want to make it on slate sea or something along those lines.

You can do that with bricks though.
Just make your base, and build around the base with water bricks that you download from RTB

As far as I know, you can't.

Its not possible unless your using blocks for the water

so if i really wanted to could i edit the map and lower the water level?

and by lower the water level, i mean just make a square of where my build is.

I'm pretty sure you can't just make a square underwater where the water doesn't effect anything. The best way to do underwater builds is to cover the exterior with water bricks.

You could, using multiple waterblocks.
