It's disabled in Help so people can't lock their topics and keep them from helping people with the same problem. Or something like that.

It's a trap.

Newgrounds Forums does that and the national socialist mods prune all the forum games and anything that doesn't have at least 3 paragraphs in the OP, and if you end up posting in any thread that's not deemed threadworthy by them it's an automatic 3-day-ban for posting in a spam thread.
