If Germany did not attack Russia then they could continue their plan of marching troops through mexico into America. Now if you combine that with Japan attacking Pearl Harbor/america then america would fall. U.S.A only had two nukes and they were bluffing on a third one, Japan didn't give up on the first nuke and I doubt germany would had either.
Speaking of which Riddler had the money and technology to make nukes but he spent it on something stupid instead, I forgot what it was.
