Which one is better? BTW, the GTX 460 is the 768MB version, not the 1GB version. So...

I'm using two 460's SLI'd together, and it is working pretty nice for me.

Get a 560 ti, no reason to get old hardware.

When buying a GPU - you always buy the best single, not a pair of weaker GPUs (I'd count GTX 590 and 6990 as one, getting to two of these is loving handicapped)
Don't SLI new gen top-end cards EVER, you'll bottleneck the stuff out of your PC, NVidia are good at keeping no bottlenecks

But go for a GTX 560 TI, sure may be less performance, but you can get a better buffer on Resolution on non-SLI games, soon you can then add another

the TI will always be better in most situations
GTX 560 TI's arent replacing the 460, the non-TI did

the GTX 460 is like 20 frames less than the 560 on AvP, even when factory overclocked and 1GB it goes 10% worse,
BUY THE 560

But if you play SLI Enabled games, Get SLI GTX 460s 1GB, clock them up nicely, and you can get the performance of a 580.

This is true.  They don't really bottleneck unless you have a dual core and two 580s, lol.

Yeah, but I'm iffy on recertified.  I saw that too, and the reviews for it seem good.

Recertified just means someone just didn't like it, and returned it. The company then retested and saw it works perfectly fine. It doesn't mean it broke or anything. It's pretty much the same thing as new, but since some people don't like used stuff, whether or not if it works perfectly, so Newegg lowers the price by A LOT.

In that case I'll probably buy one as an investment and then keep it until I can get a better PSU too.

I have to disagree.
There are people like me who have 4 monitors running at least 1680x1050. That's a total resolution of 6720x1050. 7 Million pixels to refresh every however often. I'm never going to get that performance from a single card, and with this resolution, that's when I'm going to never get a bottleneck.
Also, while SLI and CrossFire may experience microstuttering, when a third or forth card are added, the microstuttering goes away. I have 2 x HD6990s on this machine which never microstutter because it's technically 4 cards. It supports my resolution nicely.
