most of the parts are laptop/low consumption desktop parts. it will mainly run from an outlet, yes.

So it's more like a gigantor inefficient laptop...

i'm 95% sure a stick of ram on the bottom of my laptop has suffered water damage.

will it work again eventually, or do i have to buy new ram.
(as far as i know this laptop has 2 slots, one on the very bottom and one on the inside)

Let your computer dry out. Once it's dry, download and run memtest on it.

If you think your RAM has water damage it's quite possible other stuff is damaged because there are a lot of parts at the bottom of a laptop (generally the hard drive).

Two GTX 460s will never get you even decent FPS at 5760x1200
I used to be able to run BF3 on 5760x1200 resolution with 60+ fps.
I'm running two 460GTXs that were manufactured by EVGA with their special airflow cases. (They're overclocked as well.)

I am having a problem with my computer and I am not sure if it's PSU is the problem.

Specs:
  • 4GB DDR3 1333 of RAM(not sure)
  • AMD Athlon II x2 250 ~3.00GHz
  • NVIDIA GeForce GT 430
  • Seagate 400GB HDD
  • 450watt PSU(I think)
  • Windows 7 64bit Home Premium

I am not sure if my PSU is not powerful enough to run my PC. Is their anything I can do or is their any programs that can find out how much watts my computer is using?

Find all the parts online. Add up the wattage. Compare with your PSU.
