There's 2 other possibilities:
1. He has a small monitor
2. He has a Mac

Hint: 1 is true because the computer has the loving Windows logo on the start button, along with the windows 98(?) style.

Alright I just downgraded the IE version and got a stuffload of colors back.

It's still unreasonably dysfunctional.
