I believe Dkamm was placing a statement made by another and thus so invoking the usage of verbal irony in order to show the ridiculousness of the given point or, I suppose, lack there of. So this topic may not be so much about what was stated, but rather the context under which and the meaning behind its being stated.

Ultimately, however, I do think the entire thing is an allegory for McCarthyism in post-war America and its effects on the security of US citizens.
