Lets get a few things straight here:

It's not exactly like that, and racism is still frowned upon. What actually happens is everyone pays the government money that should instead be going to charity, as it would be better used overall there, and serve the same purpose. However, the people at the top tend to take some of that money for themselves, when they shouldn't get any money for running the country according to how things were originally done. They then send the rest to either the kind of people who would vote for them (as payment for that vote), or to the jobless, most of whom are trying to get jobs, but a few still take advantage of the situation, like what you were talking about Battlebrain. It's still wrong that the government forces everyone to pay charity, though.
