It's a default weapon which can be loaded with functions you're told on spawning and it homes because I wrote a script that makes it home. Is it my fault that people can neither listen to the Monitor nor to me when I tell them to use /equip [Slot] [Weapon]?

Hell, I even said the way to get the Rocket Launcher was /equip 3 Rocket. Admin abuse? Sure, if "abuse" means "usage of any kind" and "admin" means "default functions that don't require admin to use".

Administration in a blockland server is to take control of wrongdoings.  Not doing them yourself.

Things than can be freely-used are abusive, but never admin abusive.

If it's a easy-to get thing it's not really abusive. If it was something limited to x playtime players or such it would've been abusive, but I don't find this abusive in any sorts.

Ignore this, I was unaware that the rocket is a weapon that everybody can obtain easily. This is not admin abusing, you'd rather want to drama the whole server and everybody that goes on it if this is the problem.

I think the point of the server was to battle eachother with the homing rockets.

At worst, this was a communication mishap.  Not real admin abuse.

Everyone was doing it because the rocket launcher is a weapon everybody can use whenever they want. This is no case of ruining the server or admin abusing. If the server is like this and you don't like it, you don't have to drama the host for it.
