It's actually a visual novel called "Katawa Shoujo".

It's pretty good, you can download the full version free at their website. It has love scenes, but you can disable them if you want.

It's a visual novel and no, not all characters have a particular disability.

Lelouch one is faaaaake.

Or at least it is in mine. Ritsu and Haruhi are there, though.

And yeah, Natsume and Akio are in the actual CG, but never introduced IIRC. Actually, I'm pretty sure that the only ones introduced besides the main heroines are Mika and Naomi, and Naomi is only mentioned by name.
