  So, where would I watch these? Online? Order them from the library? Go to japan and watch on tv?

As I've posted before: http://kissanime.com or http://chia-anime.com. Two of the best anime sites - they update regularly, are 100% free, work on mobile, and have a ton of shows. Kissanime is better IMO because I haven't had a dead video yet (whereas I have with chia) and I think they have more shows. Also, Kissanime's videos are hosted on Google server, so they load really fast. I watch in 720p on my iPod all the time, most videos load in a few seconds.

only flaw with them is that they lack good series but you'll still be able to find a few good ones

I use bakabt for pretty much everything but nyaa is the go-to site for currently airing series and series that aren't on bakabt

I haven't watched much horror anime and I still feel like it's a genre that (at least for the most part) can't really be all that effective when animated.

It's surprisingly well animated, and the guts and blood actually look realistic.

Its not pirating because you can view anime episodes without paying on both TV and a week after airing on most websites that show them.
Now, if it was a Pay per view anime, THEN it would be pirating
