Not necessarily. I would argue that since the line of work would require constant movement and would require civil sec. to be readily available in the times of crCIA, the pacing more or less fit the characters' work.
..."fitting the characters' work" doesn't excuse stuff writing. The story was still rubberbanding all over the place.
1) Was not out of place. If you paid attention to the episodes leading up to it, it had been setting a context all along.
2) If they intended it, but it didn't happen, then it didn't happen. There's no point in rating the "ifs".
1) You'd never be able to tell because the entire show focused on trash-tier redhead the whole time. Not that it matters if it had buildup because
it was still ignored in the end because the character writing loving sucked2) Except it
did happen, albeit half-assedly. They wasted an entire episode and a half on it and nothing came of it.
