It's much simpler than that.

Real tea has tea leaves. Stuff that's not tea does not have tea leaves.

Chamomile tea is tea if it has tea leaves in it, and not tea if it doesn't. Most chamomile tea I've seen does not actually have tea leaves in it. In the United States it is legal to sell this as tea but I imagine in tea producing countries it is probably illegal.
