No it's not.

I don't know how Bill Gates is the richest in the world (even though he isn't) due to a product defect, but Windows comes preinstalled on computers because it's easier for customers who don't want to spend time doing it themselves or buying it separately.

Not to mention they're on their own for installing drivers and etc.
