cops dont usually enforce this on kids selling stuff on corners, but it is technically illegal.

Business are way too complicated to start in the US now though. John Stossel once tried to set up a business in Hong Kong (Selling ABC Frisbees), And he had to fill out simple a few papers. They could track your business with just that much, you don't need to fill out loving 50 forms.

but if it gets to bad are the police supposed to uphold the law if it goes against the constitution I think not
