Can I quickly disable her internet, and re-activate it? Rebooting the router didn't work, and it might be that uTorrent pauses them and resumes them when there is no connection. I dunno.

Get on to her computer uninstall her torrent program, if you dont want to do that then just stop them all from seeding

Closing the program also stops it until it gets opened again I believe
