The military wouldn't waste its time and resources grabbing random folks and detaining them for no apparent reason But when they do arrest someone on suspicions of being a terrorist or traitor, as they have in the past, national security will be set at a top priority. It may not be legal, but I highly doubt they will put the civil rights of one or two people before the safety of the nation. Or at least what they see as safety. However, there is little to no concern that martial law would take over and anyone who disagrees with the government would disappear in the middle of the night. I severely doubt anything even close to this would be the outcome.
I don't know all the details on this bill, but should the rumors following it be true, it seems that a number of delegates are anticipating a civil uprising (More than there has been recently) and want to have the situation under control. Thus the revisions.
As for the video, the guy actually wasn't being too unreasonable (Overlooking the title...). Granted, he lifted off the ground a few times and some of his arguments seemed go on a tangent, but his concern was relevant enough and he presented it in a rather well thought out manner. :o
