even if they passed, all that would happen would be piracy sites getting blocked, which is logical and good.
its just like any other form of piracy, you cant open up a store and sell pirated DVD's without getting in trouble. in one way or another piracy sites will have to be blocked.

Protect IP gives companies or the government the ability to fine sites just because of a link to any pirated things
YouTube could get fined if one of their users posted a link to a download for MW3
same for any forum, search engine, or blog things such as Tumblr or Blogspot
