Blastoise isn't meant to be a murderous marauder, it's made to use Toxic and then Protect/Withdraw/Something Else the hell out of itself until whatever it's fighting dies, occasionally dropping a Hydro Pump.

It's actually pretty win if used right.

Roar, Haze or Rapid Spin are also viable options for Blastoise

Every Blastoise needs either Surf or Hydro Pump and Ice Beam

in gen III, waterfall was a special move because it was water type

in gen IV, it was physical because it rams the opponent
