I'm playing Random Emerald right now, which fully randomizes all Pokemon encounters (i.e. you can find any Pokemon anywhere) as well as the three starters, I just chose Magneton as my starter lol

Might also want to throw in a Thunderbolt since a lot of Pokemon that can learn Ice Beam are either Ice/Water (see: Lapras) or Water
