You'd probably want to keep thunderbolt and get rid of icebeam since watertypes are only weak against lightning/grass, and it helps your nidoking out since he's weak against water.

You don't need to make your Pokemon able to counter everything, Nidoking isn't exactly greased lightning so a lot of things are going to be faster than you and be able to just mop up with a STAB super-effective move
