Marx believed that Capitalism would come first, then Socialism, then Communism. He believed by the time Communism came around humans would no longer have a need for government and instead would be ruled in a peaceful anarchy. So in a sense yes I do think Communism is just an economic system.

The ideal that a Utopian society can exist and that everyone works and no one goes hungry.

Obviously anytime this system is implemented it just proves how awful humans really are. If you don't believe that, see Soviet Russia for an example, or the already failing communist China who are barely hanging onto the skin of their dying system.
