Bad idea if he's drunk.

lazy police officers. its a lot easier to tase somebody then actually tap them on the back.

We talking about a scenario like this in Criminal Justice ROP. Usually they have a way of getting the attention of someone they want to frisk. They could have tapped him on the shoulder(as mentioned before), flashed a light in his face, or ran infront and waved there arms.

Well, of course it was the old man's fault! With his hearing and mental disability, whats up with that?!

Yes, you can run up to a person on a motorcycle/bicycle and tap him on the back without startling him and causing him to fall off/get both of you injured.

This is true but I doubt a drunk guy has the sense to actually ride a bike, and if he does, he isn't drunk enough to be hurting anyone.
Actually, Many drunks ride bicycles because their car has been impounded.
