Server won't work quite right

When I make a server, my ping is always extremely low, from like 2 to 20 at most times, but yesterday it was in the forties. Also, only people with really high Bl ID's like in the 30,000's seem to join. A couple years ago I used to host servers where anyone could join, but like I said people with high id's are the only ones who can join. Help!! D:

It used to. I remember in the earlier version, when you went to host a server it gave you a messageBoxOk about port forwarding, and saying to forward one port per player.
