I'm kinda sorta with you on the nuke subject. They're too powerful, but at the same time, we have to do something with plutonium produced by nuclear power. And I am all for nuclear power, if not nukes. Also, if we don't allow nukes, that puts a cap onanistic and all superweapons, which will be especially irksome when I go to build a death star or the first space battleship. By disallowing nukes, we're essentially saying that technology can only ever come up to the year 2012 or 2013, and we can't use the really powerful weapons that exist in the present. I'd rather deal with the riskiness of a nuclear war than the wussy future you've proposed.
I do see your point though. It we do come to a nuclear war, there's a good chance it'll end with somebody getting pissed off and blowing the rest of the world to kingdom come, and shortly before the bombs hit, a nuclear counter strike would annihilate the first nation, and the near side would become a big brown blotch while the far side deals with radiation and maybe another ice age where we all just go home angry and Anagea dies.
Tough one.
