I do, but I don't think that troop counts will do the trick. I'd say that total military should not be able to ammount to more than 35 percent of total population, and that 35 percent should be divided up at the start of the war between army, navy, and air force, with special forces being no more than .5 percent of the military population. Standing troop count will also be a point of contention during wartime, much like my population was during peacetime (peacetime being a relative term).
Either way, you can't prevent god modding. It's like time travel, everybody wants to and makes attempts at it, but nobody ever will (stoping it, not god modding itself). And if you do altogether stop it, my hat will tip to you, but a troop count is not the way to go about it. My army is my business until such time as war arises, as yours is your business, and if you choose to reveal it, you may, but I see it as too great a risk to bend much on this one.
Avalonia's massive defense project aproaches completion. Giant towers surrounded by bunkers, minefields, and no cover run the Avalonian border with Erinaum at intervals of around .5 kilometers, 2 kilometers from the border. By tomorrow (real life time) the towers will be fully operational. The nature of the towers is defensive, and Avalonia assures Erinaum that the maximum range falls short of the border. Erinaum has shown that it feels free to send planes across the border. Avalonian citizens worry that troops may follow in time, and have spurred the Avalonian government to increase its border defenses. Similar situation to the Erinamese people refusing to buy Avalonian goods in past, mass hysteria.
