Not sure excaly who this is, but checking through the server logs I found some suspicous stuff including:

RTB lookup brings up Ciam86 as a previously used name. Last seen in 09 though.

Okay it turns out that Ike did it but thats not it. He was going to admin Kira100000 but Kira said he would be right back and left the game, and then a little while later Doctor Ass! says that he's Kira. Ike was in a rush and didn't really think about it so he admined Doctor.
