I'm assuming that there are still guards at the mayor's house....
So I'll use my mage hand to throw a rock at the guard who is at the back from a direction opposite of me.

Kill-All first: 11 +1 Dexterity

You sneak in but someone hears something. You jump into the stairwell right before they turn the corner.

Rockets: 8 + 3 Dexterity

You jump into the stairwell with Kill All.

Rolling for the guard's hearing: 9 +1 Wisdom

He shrugs it off and goes back to the guard's chamber.
