This bill allows any website that could POSSIBLY contain copyrighted material on it to be shut down. This basically means that any website can be shut down even this one considering you guys post copyrighted things sometimes too.

congress isn't going to be able to shut down a multi million dollar company's servers.
google is worth more than damn congress in money, there's no way they could be easily overpowered like that.
either way it just takes down videos with copyrighted music in them.
