How do I start a dedicated server post launch screen update?

I can't find dedicated.bat anywhere/I have no idea where it is.

When I installed BL, there was an option about shortcuts for dedi servers.
Turns out that there is a shortcut for a dedi server that gets put on your desktop, but it always leads back to the launcher.
