Blender Help

Ok Idk why I'm so confused on this, but... How do I open a model (Ex. Exname.dts) in Blender with the DTS exporter? I downloaded Blender 2.49 and the DTS exporter, but I try to open it and it just comes up with an error about how it cannoth open file in Blender. Do I have to do something with the DTS exporter download? Or should I open the file with some other program? Basically, I'd like to open a DTS file from an addon to edit the model.

Exporters export models to .dts, blender cannot import .dts. Use Shaper to import.

Tried opening it in Shaper. Gives me an error also. :\
