Well all burns come from heat. If it isn't too bad, you should be fine with just resting it on an ice pack.

You should have said "burned" in the title. "Burnt" is an adjective used to describe having already been burned. However as the title implies you must have been in the action of finishing burning the foot where you shall say "I burned my foot". Also, hope your foot gets better.
