OK, lets say my friend has B1AK3's Decals. And i don't. He would be wearing one and it would appear blank to me. It happens with other people too. Can someone tell me how to fix or something?

This is a problem that is very common, unless you have the decals, you won't be able to see them.
There is no fix besides just getting the decal.

Can you please change your avatar? I find it very disrespectful, I lost my mother in 9/11, so if you could please change it i'd be very appreciative.
