Fallout 3 Not working?

Well, I re-installed Fallout 3, and the same error happened. I'm currently DL'ing Fallout 3 on a computer in the next room.

My laptop is a hp and by the fingerpad it says "intel inside Core 17" on it.

Okay, the download finished, I restarted the comp, but, did I have to finish the install and then restart the comp? Or click "Play" and it downloads all that stuff and then restart it?
