I think Google has bad ways of rating things, for example it doesn't seem to consider a lot of furry images as unsafe even though they clearly are
the e621 variable for images that governs whether it's safe, questionable, or explicit likely relates to Google's rating of it, being found under off, moderate, or strict only, respectively
but any other site without such ratings for its images is fair game for Google misinterpreting its rating
for example, FA also has three rating levels
