okay, so i have this map i'd like to open on torque, but its a .obj file, is there any way to convert the file to something torque can open?

Convert to .dts using Blender or Milkshape.

Unless you mean into torque constructor, in which you have to try to  export it as a Quake .map and cross your fingers.

how exactly do i do this in milkshape? do i need some type of plug-in or is it default?

In blender you can export as quake map and then open it in constructor. Import the .obj first.
