It originally said strategy and I changed it to city building because I've played the game and it's definitely a city building game. That being said it's also a strategy game. Lots of games have more than one genre listed right now and I haven't quite figured out how I'm going to handle multiple genres. If I can, I'll list it as both strategy and city building, if I can't then I'm leaning towards city building because it's a lot more focused on building a balanced city then, say, Starcraft or Command and Conquer.
