A) perform an invasion, costing who knows how many lives of our soldiers and continuing to drag on the war
or
B) drop the bomb and end the war in a matter of days

Civilian casualties happen in wars. You attack population and industrial centers to hamper your enemy's ability to fight back. It's the reason we bombed German factories in the later stages of the war.
