Not really, its pretty simple and anyone could make one for themselves if they wanted it. But it looks nice.

It's really not that hard, just adjust the pen color slightly for every successive letter, or make it a mask and put a cheap gradient at the back

well yeah, but nowhere near anyone on the internet can do that whenever they feel like it. It at least takes a little bit of skill and knowledge of photo manipulation
