Valve already stated that the original developers for Portal are done making games and so they have officially said they are NOT making a Portal 3.
Unless of course someone new to Valve were to bring it back up again...

And no, Valve isn't updating Portal 2 either.
They said all their guys are on making new items for TF2 until they come up with an idea for Half Life 3.
