No, because the upload everything has changed. and why would I suddenly have longer then 15 minute uploads then have it removed?

I'm not sure.
However, when I click on my uploads tab, the banner still appears, just more modernized towards the menu style.

The strike is what did it. Accounts that have a history of adhering to the community guidelines and that are older than 3 years have the upload length limit removed, but it is revoked if you get a strike on your account. The same thing happened to me. The only thing you can do is delete all offending videos and wait 6 months in hopes that the strike expires, like it did for me. If and when the strike expires, you'll regain the ability to upload long videos.

Im pretty sure it was something along the lines of "This video is handicapped and so are you" or "what the forget is this stuff" and "forget, are you that stupid?" and "HURR LIKE THIS COMMENT HURR whore. forget off"
