It happens when you've got hair or dried semen or god forbid something else obstructing your lil pee hole, just check for obstructions before you pee and you'll be sure not to piss all over the place.

Protip: lightly hold the tip of your snake (pretty much on the sides of the hole) and it will not fly everywhere.
