This is usually how pre-election incumbent speeches work.

He builds himself up like a campaign speech more than addressing about the union.

Now, in all technicality if he wins this will eventually become the state of the union, so it sort of works.

He said so much about supporting entrepreneurs and domestic business tax breaks, but he will put a quite significant tax break upon them once they actually become successful. I do agree that outsourcing businesses should not get any tax benefits opposed to domestic businesses though.

A lot of his ideas came from republicans as Swholli said, just sugared up with sweet benefits.
