The only way to get through to real people on steam support is to call them out on it.

I had a weird glitch with a game were I tried to gift it but it got sent to my account (in my games library, not inventory). I contacted them and I was just getting countless automated messages. So I said 'Can I please speak to a real person?' Next reply I got was them saying they moved the game from my account to my friends. I felt so happy with steam and myself at that moment.

They were probably like "oh look, someone sent another email regarding something we have a built-in feature for...send him preset message #11"

It's simply not feasible to have a personalized unique response from customer support anymore.
